Left unsaid - Most folks want to perserve the finished DTM model of a surface and LandXML-based surfaces are a great way to do it.
We only have this Data Shortcut update problem because of the current absolute file location requirement for LandXML based surfaces which Autodesk could fix with a relative file path property but probably won't.
The real problem is a case of not building and employing a Civil 3D Project Template that copes with the issue with well-engineered placeholders that are easier to update.

Maybe you'd like to employ the WMS imagery without a permenent FDO connection. This is possible and easy to do.
