Brian does a good job of explaining the different Relative and Universal (WCS) Text (and shape) Rotations behaviors in AutoCAD Linetype definitions.
It is important to test Linetype definitions in more than horizontal and vertical situations which are the exceptions and not the rule.

Design Center is a great Standards development tool and implementation device. DC can create standards consistency nightmares.
Understanding how to employ Design Center to search for a find what we need within a set of standards library resources is an important user skill.
