KaDe shows how to solve that silly little Civil 3D sampled surface thing that drives some newbies nuts about copying and editing the existing ground.
Maybe you want to also learn the Best Fit Profile tools to clean the results up a bit more quickly too.

Shawn covers the basic mechanics here pretty quickly and well. You'd maybe like to see a Parcel report or two?
I'd probably refine the scope a bit more with a Map Query on an attached Parcels drawing, but that's just me.
It is hard find really clean parcel data from most public sources. SHP can hide a lot of geometry sins and duplicates.
Without a MAPCLEAN process on the geometry you may create some interesting parcel segment junk that can come back to haunt you.
