I almost never employ COGO points in a Civil 3D Surface via Point Groups except in temporary builds. You are asking for trouble if you do so.
I tend to employ the Toolspace's Surface Definition and Point File method and employ .AUF files to keep things clear and separate from any original data files.
Alan's walk through shows that Civil 3D is very flexible about how you can suck in data.

Autodesk's Jeff Bartels explains how to employ Label Style Defaults at the Drawing and Feature level to better manage the properties of Civil 3D Label Styles.

Jeff's short explanation of the LSD (Label Style Defaults) hierarchy in Civil 3D is done really well.
Sadly, he doesn't cover the important LSD level of Feature class Type. For example there are lots of Alignment Label Styles. These have Types like Station Labels that can also be managed with LSD.
A thoughtful use of LSD employed in a Top Down manner allows you to better manage and control Civil 3D Labels.
I trust you get it that LSD also allows you to fix user created Label Style chaos if necessary.

I don't hate the Note Label Style. However, I do tend to prefer to employ to employ Survey Points connected to a Survey Db and Point Label Styles. Basically, its usually all about location,location, and location. The potential flexibility of Points which could be used in multiple drawings with different presentations can be useful.
The other good news about Survey points as generic location labels is that you can employ Description Key Set(s) to standardize the typical Note contents. You can make them more consistent.
