I don't hate the Note Label Style. However, I do tend to prefer to employ to employ Survey Points connected to a Survey Db and Point Label Styles. Basically, its usually all about location,location, and location. The potential flexibility of Points which could be used in multiple drawings with different presentations can be useful.
The other good news about Survey points as generic location labels is that you can employ Description Key Set(s) to standardize the typical Note contents. You can make them more consistent.
