This is an annoying known bug in current releases of Civil 3D. What people mean by Invert Elevation matters.

Lots of good and necessary detail in this video if you must produce the SHP files deliverable.
Hopefully, this silliness gets fixed in the Civil 3D 2020 Update 4 and above.
The current version of the ArcGIS Connector may not share this problem since it was more recently updated.
That's worth checking since that may produce a valid FGDB and hence produce a SHP deliverable.
