Yes. Civil 3D uses Labels for the Mapcheck tool not geometry which blows some CAD minds.
Stored Mapcheck objects do not appear in the Toolspace. That's annoying.
Every Parcel in a Site Parcel also includes another form of mapcheck as a fundamental property of a resolved collection of Parcel segments.
That is not at all the same thing. That geometry based Site Parcel topology data is reportable and exportable too.
