The Purpose and Usage of the Page Setup Manager and Named Page Setups
Autodesk's Jerry Bartels explains the details of the Page Setup Manager and Publish commands.
There are fast and automated ways manage and publish plan sheets. That may include reduced size plan sheets.
The key is one or more saved PAGESETUPs created in the Page Setup Manager tool.
A named Page Setup can store all of the settings necessary to create the reductions from another saved Pagesetup and apply it to your Page(sheet) Layouts as required.

AutoCAD does a great job at this. As usual the AutoCAD commands are deep in capabilities and features.
The management is on your head. If you don't have a naming convention and manage Page Setups well with others...
Named Page Setups work well in the Sheet Set Manager context which Jerry ignores here.

It probably needs to be said SurfaceExtractObjects creates the AutoCAD primitives on the Layers assigned by Civil 3D.
Most of the time you'll want to perform more object property adjustments to the primitives before you export them or
employ WBLOCK on the exported primitives and clean up first in a publish drawing. This typcially works much better in a real world project with more complex surfaces.
